Ngurah Rai Airport Bali Closed for 24 Hours

Ngurah Rai Airport Bali , will be closed for 24 hours. Closing to one of the busiest airports in Indonesia by the Indonesian Government will be held from 06:00 am local time on Saturday, March 5 2011until 06:00 a.m. Sunday, March 2011. It denotes the thirteenth closure since 1999.

Spokesperson of Bali Provincial Government, I Putu Suardhika, stated that the Governor of Bali Made Mangku Pastika had issued Circular No. 003.2/194761BP1K dated November 30, 2010 concerning with the Nyepi or Day of Silence Festivity of the Caka Year 1933. In the circular, the Governor asserts that Nyepi of Caka New Year 1933 will fall on Saturday, March 5, 2011. On that day, all Hindus in Bali will implement the four measures of abstinence (Catur Brata Penyepian). The four abstinences consist of (1) Amati geni meaning not to light a fire, lamp and arouse passions; (2) Amati karya meaning not to do activity or physical work but diligently perform spiritual purification; (3) Amati lelungan meaning not to travel anywhere, but always commit introspection at home; and (4) Amati lelanguan meaning not to make or enjoy any entertainment or recreation or other fun.

In order the Hindus can perform the abstinence well in compliance with the Hindu teaching, Governor asserts 6 (six) points. Firstly, implementation of Nyepi is starting at 06:00 a.m. on March 5, 2011 until 06:00 am, on March 6, 2011. Secondly, government and private institutions carrying out services on Nyepi Day should prepare officers on duty the day before the Nyepi Day. Thirdly, according to the letter of Director General of Civil Aviation dated September 1, 1999 Number AU/2696/ DAU/1796/99 regarding to the operation of Ngurah Rai Airport, it is affirmed that domestic and international flights with final destination and the first departure from Ngurah Rai are abolished. Transit of domestic and international flights are still allowed, but are prohibited from carrying passengers with final destination or departure from Denpasar.

For over flight, technical landing and emergency landing (including Medical Evacuation) are still permitted, provided that the flight crew and passengers must remain in the airport area during the Nyepi Day. Tour operators are demanded to explain to visitors about the significance and meaning of Nyepi Day on marketing the tour packages. By doing so, misinterpretation can be avoided regarding to the nature of Nyepi Day.

Fourth, Circular of Governor of Bali also affirms that all entrances through seaports in Bali are closed. Fifth, all bus stations across Bali are completely closed. And sixth, traditional dispensation is issued by Customary Village or Hamlet such as for transporting the sick, childbirth, or emergency cases will prevail pursuant to traditions.

Suardhika argued that such Circular was addressed to relevant government agencies, operator of Ngurah Rai International Airport - Bali , operator of Sea Ports, ASDP Bali, airlines, shipping companies and related associations. International community has also great respect for Nyepi denoting a real action of the Hindus in Bali for nature along with its contents. Similarly, it is regarded as an effort to preserve the environment so the United Nations Environment Program (UNEP) initiated to adopt the practice of Nyepi to become the World Silent Day (WSD) celebrated every March 21 each year. “On the World Silent Day, all communities of the world are invited to stop the use of energy and do not drive a motor vehicle fro 4 hours from 10 am t0 2 pm local time,' added spokesperson.
